Boston City Charter is amended to reorganize the Boston City Council.

Voters approve a proposal an amendment to change the council from nine members elected at-large to one of 13 members, nine elected by district and four elected at-large, all serving two-year terms. The changes go into effect in 1984. The changes are similar to those proposed under the so-called “Galvin Plan,” which had been defeated in a referendum by a margin of 3,800 votes four years earlier.
